Pontos is a smuggler (or small import export business entrepreneur, if you prefer.) He works with the Hooded Wings, and Scarlett will only meet him if she joins that guild. He'll be found in the Water Gateway (long after the Assassins are gone), at the far and where it reaches the bay, if Scarlett accepts The Merchant Vessel quest.
