The Rebels are a dispirited group opposing the recently corrupted policies of the Doge and his new friends, especially the Undead Archon.
A short time ago, they lost most of their members in an event called the "Night of the Knives". It seems they were betrayed by one of their own, Liora, who thought she had made a deal with Victor to spare their lives.
Now, the rebels hang out in the Skullbreak Tavern. (Oddly, Liora also hangs out there, though not together with the rebels.)
