Phobos is a smuggler (or small import export business entrepreneur, if you prefer.) He works with the Hooded Wings, and Scarlett will only meet him if she joins that guild. He'll be found in the Harbor at the dock usually used by the Gondoliers, after Scarlett begins the Signal Fires quest. He will show up after she lights the signal fire as part of that quest, and she can collect the goods she's supposed to deliver.
